SkillsFuture Career Transition Programmes (SCTPs) is a national workforce initiative by SkillsFuture Singapore (SSG) for organisations to potentially recruit mid-career individuals with newly-acquired industry-relevant skill sets that are aligned to their firms' business needs. It is a Train-and-Place programme where the SCTP trainees will attend training courses and other immersive learning activities, in addition to NUS' career advisory services and employment facilitation.

Course Description

Digital transformation is no longer an option. As the world becomes increasingly digital, there is a need to transform your business to remain relevant and competitive. Demands from customers are increasing and companies within industries facing fierce competition. Integrating digital technology into aspects of a business to fundamentally change how they operate and deliver value to their customers is what’s needed to survive and thrive.

Course Description

The jobs of tomorrow are already in the present. Workers in the knowledge economy are not only expected to be digitally literate, they also need to be data-savvy and fluent in communicating analytical insights to different stakeholders. While the pandemic has displaced many jobs, it has also created new ones. In Singapore, the position of Data Analyst is identified as one of the most in-demand job roles in the digital economy. The top cluster of skills include data analysis/analytics, statistical analysis, data visualisation and others.  

At NUS' Faculty of Science (FOS), a suite of short courses is offered via the (SCTP) NUS Data Analytics Programme to prepare trainees for data analyst roles in organisations. Through a series of hands-on instructor-led training as well as supervised coaching on real-world data projects, trainees develop skills to generate reports, dashboards and analytical solutions catered to business specifications, and turn insights into creating business values for organisations.

Course Objectives

The SCTP equips trainees with the necessary skills and knowledge in the following areas:
• Define data problems precisely and reason quantitatively
• Articulate various data types, data collection methods as well as data ethics and privacy issues
• Execute data preparation techniques using off-the-shelf products or through scripting
• Select and generate appropriate visualisations using off-the-shelf products or through scripting
• Apply effective visual analytics principles to highlight insights in dashboards
• Predict patterns and trends using machine learning techniques such as classification, regression, clustering and simple forecasting
• Create data-driven solutions for a capstone project and communicate the insights effectively to a target audience
• Implement a data analytics project by applying the analytics process methodology

1. What is SkillsFuture Career Transition Programme (SCTP)?

SCTP is an initiative by SkillsFuture Singapore (SSG) for mid-career individuals to acquire industry-relevant skill sets that employers are looking for. It is a Train-and-Place programme such that the SCTP trainees will attend training courses and application ­centric work project-focused activities, and at the same time, programme partners will offer employment facilitation and career advisory services to the trainees.

2. What are the (SCTP) NUS programmes?

There are three (SCTP) NUS programmes as follows:
- (SCTP) NUS Digital Transformation Programme
- (SCTP) NUS Data Analytics Programme
- (SCTP) NUS Green Economy Programme

3. What is the duration of SCTP?

The duration of SCTP ranges between 3 to 6 months. The courses can be offered on a full-time or part-time basis to cater to trainees with work commitments.

4. How will SCTP courses be conducted?

The SCTP courses are designed to help trainees acquire industry-relevant skills that can improve their employability and allow them to pivot to new sectors or job roles. The delivery modes of the courses vary, but generally includes a combination of in-person training, online learning and project work with companies.

5. Who can apply for the (SCTP) NUS programmes?

These programmes are open to all mid-career jobseekers who are Singapore Citizens or Singapore Permanent Residents (PRs) who are looking for opportunities to transit to a new sector or job role in areas ranging from Digital Transformation to Green Economy. 

For these programmes, the minimum entry requirement is a polytechnic diploma (or equivalent).

For Individuals

1. How do I apply? Do you have an application form?

a. You may use this link to register your interest for the (SCTP) NUS Programmes.

b. Your application will be reviewed by our faculty as we want to ensure that you have the pre-requisites to succeed in the programme. Suitable candidates will receive a programme offer through email.

c. When you receive the offer email with the programme registration details, please proceed to self-register as your placement in the programme will only be confirmed with your registration.

2. Do I need to have an undergraduate Bachelor’s degree?

No, the programme requires at least a polytechnic diploma (or equivalent) and 5 years of managerial experience.

3. What are the supporting documents required to be submitted by trainees during course application?

Trainees will be required to furnish their personal particulars and contact details, resume with recent photo, relevant certificates, as well as any other documents requested for assessing their suitabilities for the respective SCTP courses.

4. Do I have to pay for the SCTP? If yes, how much are the course fees and funding available?

Yes, please refer to the "Fees and Fundings" table under the respective SCTP courses.

Eligible trainees will receive baseline funding of up to 70% of course fees, while eligible Singapore Citizen trainees aged 40 years and above will receive enhanced funding of up to 90% of course fees under the SkillsFuture Mid-Career Enhanced Subsidy (MCES). In addition, individuals who are eligible for the additional course fee funding support will receive up to 95% course fee funding for the SCTP courses. Trainees can also use the SkillsFuture Credit and Additional SkillsFuture Credit (Mid-Career Support) to offset the out-of-pocket course fees.

5. When do I have to pay the training fees?

The nett fees are to be paid upfront before the commencement of the training.

6. Can I use SkillsFuture Credit to pay for the training? What if I do not have sufficient credits?

Trainees can use the SkillsFuture Credit and Additional SkillsFuture Credit (Mid-Career Support) to offset the out-of-pocket course fees.

7. What if I do not meet the minimum attendance requirement, fail the programme or drop out of the programme midway? Will I be penalised or required to refund the course fee subsidy?

Trainees are encouraged to complete all modules under a SCTP to fully benefit from the intent of the programme. Similar to existing requirements for other training grants administered by SSG, trainees must fulfill minimum attendance requirements and pass the assessments to qualify for course fee subsidies. Trainees who are unable to meet these requirements, or exit the programme without a valid reason, may be asked to return the course fee subsidy that they have received, including any additional course fee funding support.

8. Who is eligible for the additional course fee funding support under SCTP?

The additional course fee funding support of up to 95% of the course fees for SCTP courses will be available for jobseekers with greater needs. To be eligible for the additional course fee funding support, individuals must be Singapore Citizens and meet 1 of the following eligibility criteria: 

a. Long-term unemployed individuals (unemployed for 6 months or more); or

b. Individuals in need of financial assistance – ComCare Short-to-Medium Term Assistance (SMTA) recipients or Workfare Income Supplement (WIS) recipients; or

c. Persons with Disabilities.

9. How can I apply for the additional course fee funding support?

You may let your training provider know if you meet the eligibility criteria for additional course fee funding support. The additional course fee funding support will be applied automatically if you fulfil the eligibility criteria. 

10. Will the (SCTP) NUS Programmes count towards any NUS undergraduate or post-graduate degree?

No, they are non-credit bearing and cannot count towards any NUS undergraduate or post-graduate degree.

11. Will existing trainees under other programmes be allowed to join the (SCTP) NUS Programmes?

As the (SCTP) NUS Programmes are intensive training programmes, existing trainees and jobseekers should not apply if they are unable to commit to the training conducted over a duration of 3 to 6 months.

12. Why is there no training allowance for the (SCTP) NUS Programmes, unlike the previous programmes such as SGUnited Skills Programme (SGUS) and SGUnited Mid-Career Pathways Programme – Company Training (SGUP-CT)?

As per the FAQs listed on SSG’s SCTP website:

"Training allowance was provided under the SGUS and SGUP-CT programmes on exceptional basis to provide basic sustenance support due to the unprecedented disruptions brought about by the COVID-19 pandemic. As a steady-state programme, the funding for the SCTP is aligned to SSG’s prevailing funding model for its other training programmes. Hence, like most other SSG-funded programmes, no training allowance will be provided for the SCTP.

SSG will ensure that SCTP course fees remain affordable. Additional course fee funding support of up to 95% will be provided to jobseekers with greater needs, and individuals can use their SkillsFuture Credit to defray the out-of-pocket costs of training."

13. Will NUS help me to find a job? 

NUS will provide career advisory and assistance as part of the training and connect trainees to government agencies and relevant employers to help them in their job search. However, NUS cannot guarantee job placement at the end of the programme even though it will make the utmost effort to support trainees in their job search. 

14. Will SSG allow trainees, who did not manage to find a job after completing a course, to take up another course under the SCTP?

Yes, trainees who did not manage to find a job after completing the SCTP course will be allowed to take another SCTP course. However, the trainees will be subjected to the training provider’s assessment on their suitability for the SCTP course. Hence, trainees are strongly encouraged to select SCTP courses based on their career development needs and the aim of securing gainful employment.

15. Can I drop out halfway if I find a job? Will I be penalised?

As per the FAQs listed on SSG’s SCTP website:

"Trainees are encouraged to complete all modules under a SCTP to fully benefit from the intent of the programme. Similar to existing requirements for other training grants administered by SSG, trainees must fulfill minimum attendance requirements and pass the assessments to qualify for course fee subsidies. 1. Can employers recruit the SCTP trainee(s) during their training?

Yes, they can.

2. Is there any obligation for employers to hire SCTP trainees?

No, there is no obligation for the EPs to hire. Similar to any hiring process, EPs will use this opportunity to interview the SCTP trainees and assess their suitabilities.

3. What is the eligibility criteria to be an EP?

Companies must be registered or incorporated in Singapore and express interest to hire relevant job vacancies for the job roles that SCTP graduates would be applying for.
