Course Objectives

The course provides useful insights on the concept of 'placemaking': its variants, historical evolution, typologies as well as case studies of successful examples and also challenging cases from the Asia-Pacific including Singapore's journey. Classroom instructions, group discussions and site visits will ensure that placemaking agents, place management professionals and urban planners will find the course useful. This includes practical aspects like community engagement, partnerships, sustainable business models, creative and strategic approaches, and tools.

This course aims to:

  • Train local practicing place managers who undertake responsibilities in placemaking related fields to bridge the current gap of lack of placemaking professionals in industry.
  • Introduce participants to software programs and applications applicable to place making.

At the end of the course, participants will gain:

  • Conceptual understanding of placemaking and the different areas that can help enhance the placemaking skillsets.
  • Practical skills and expertise in the practice of place management.
  • Understanding of how a place making precinct is applied through a case study.
  • Basic understanding of cost-benefit analysis.
  • Understanding of initiatives which are relevant and make an impact to the precinct.

A/Prof T.C. Chang

T.C. Chang is a tourism geographer by training, and has research interests in urban, social-cultural and tourism geographies. His research interests include Southeast Asian tourism, vernacular architecture and heritage, arts, culture and creativity in Asian cities.

He received his PhD from McGill University (Montreal, Canada) in 1997 and became an Associate Professor at NUS in 2003.  A/P Chang was Deputy Head of the Department of Geography in 2006-2007; Assistant Dean (Alumni and External Relations, Faculty of Arts and Social Sciences, NUS) in 2008-2010; and currently Vice Dean (External Relations and Student Life, June 2010-December 2015). He was awarded the NUS Outstanding Educator Award 2006 and the Annual Teaching Excellence Award 2008.

A/Prof Daniel Wong Hwee Boon

Daniel Wong Hwee Boon is a Fellow of the Singapore Institute of Surveyors and Valuers, Associate Member of the Australian Institute of Building (Royal Chartered) and a Registered Professional Quantity Surveyor (M1140). He is also the Deputy Head (Admin & Finance) in the Department of Building at NUS, Chairman of the Department Safety & Health Committee, and Building Estate Management Alumni (BEMA) Representative at NUS. A/P Wong's research interests are in the areas of SMART Facilities Management, Strategic Facilities Management, FM Contracts and Management Information System (MIS).

During his career in the private sector, A/P Wong worked on projects such as a 117 hectare sea reclaimed premier waterfront resort/ commercial/retail/hotel/residential mix development in Singapore, an 80 acres desert converted commercial/ retail/ hotel/ residential mix mega development in United Arab Emirates and a 500 hectare international industrial park in Vietnam. He is the recipient of the PAQS Service Excellence Award and the SPRING Excellent Service Gold Award.

Singapore Citizens or Singapore PRs must pass all assessment components to be eligible for SSG funding.

1. All self-sponsored Singaporeans aged 25 and above can use their $500 SkillsFuture Credit to pay for the programme. Visit https://www.myskillsfuture.gov.sg/content/portal/en/training-exchange/course-landing.html to select the programme. 

2. Mid-Career Enhanced Subsidy (MCES) - Singaporeans aged 40 and above may enjoy subsidies up to 90% of the programme fee. 

3. Enhanced Training Support for SMEs (ETSS) - SME-sponsored employees (Singaporean Citizens and PRs) may enjoy subsidies up to 90% of the programme fee. https://www.skillsfuture.gov.sg/initiatives/employers/enhanced-training-support-for-smes for more information.

4. Eligible organisations may claim absentee payroll funding for Singaporean Citizens or Singapore Permanent Residents attending SSG-approved courses during working hours. The absentee payroll funding is capped at $4.50 per hour and at $100,000 per enterprise per calendar year.

5. Trainees under the Workfare Skills Support scheme may be eligible for absentee payroll funding of up to 95% hourly basis salary, capped at $13 per hour.

6. Companies eligible for absentee payroll will be required to log into the Enterprise Portal for Jobs and Skills (EPJS) to process the claims.

7. NTUC Enhanced Union Training Assistance Programme (UTAP) - NTUC members enjoy 50% of the unfunded course fee support of up to $250 each year for courses supported under UTAP (Union Training Assistance Programme).
